A false balance is a balance which, because of mistakes in its manufacture, cannot be trusted to perform an accurate assessment of weight.
There are two ways in which such a balance may be false:
Imbalanced Pans
A false balance with imbalanced pans is a balance whose pans are of different weights.
Unequal Arms
A false balance with unequal arms is a balance whose arms are of different lengths.
