Definition

A regular octagon is an octagon which is both equilateral and equiangular.

That is, a regular polygon with $8$ sides.

That is, an octagon in which all the sides are the same length, and all the vertices have the same angle:

The word octagon derives from the Greek octa, meaning eight, and gon, deriving from the Greek for corner.
