Definition
A table of random numbers consists of a sequence $S$ of numbers in a given range (usually $0$ to $9$) such that each number has an equal probability of occurring for each term.
In the ideal, it is impossible to predict which number will occur next.
Motivation
A table of random numbers is an effective tool for selecting elements from a population.
