An electromagnetic wave is caused by an oscillating electric field which causes and is caused by an oscillating magnetic field, both perpendicular to the direction of propagation of the wave.

Neither of these fields causes or is caused by displacement of the particles of the medium in which the wave propagates.

Hence an electromagnetic wave can propagate through a vacuum.
