Any idea what Dudeney refers to when he stated the result is within a $\dfrac 1 {5000}$ part?

$\dfrac 1 {5000}$ of $\dfrac \pi 2$ is $0.00031415...$ (duh)

and the upper bound $\dfrac \pi 2 + \dfrac \pi {10000} = 1.571110\ldots$,
